Breaking News: Oil Rig Explosion in Gulf of Mexico

On the heels of BP oil spill, comes word that another petroleum industry accident has rocked the Gulf of Mexico.

Excerpts from CNN: An oil rig has exploded 80 miles off the coast of Louisiana, with 12 people overboard and one missing, the Coast Guard said Thursday morning. U.S. Coast Guard Petty Officer Bill Colclough tells CNN there are reports the rig is still on fire.

"We don't know what caused the rig to catch on fire," he told CNN, noting the incident is under investigation.

Asked about concerns regarding oil leaks or pollution, Colclough said "there are reports the rig was not actively producing any product, so we don't know if there's any risk of pollution." more from CNN...

OSHA Announces Interim Final Rules and Invites Public Comment on Whistleblower Procedures

imageWASHINGTON – The U.S. Department of Labor’s Occupational Safety and Health Administration published in the Aug. 31 Federal Register interim final rules that will help protect workers who voice safety, health, and security concerns. The regulations, which establish procedures for handling worker retaliation complaints, allow filing by phone as well as in writing and filing in languages other than English.

“When workers believe their employers are violating certain laws or government regulations, they have the right to file a complaint and should not fear retaliation. Silenced workers are not safe workers,” said Assistant Secretary of Labor for OSHA David Michaels. “Changes in the whistleblower provisions make good on the promise to stand by those workers who have the courage to come forward when they believe their employer is violating the law and cutting corners on a variety of safety, health and security concerns in the affected industries.” More information from DOL website.

ASSE Urges Better Use of Consensus Standards in OSHA Slips and Falls/PPE Rulemaking

In an August 19 comment to OSHA on its proposed Walking-Working Surfaces and Personal Protective Equipment rulemaking, ASSE urged the agency to utilize more thoroughly existing voluntary consensus standards as it develops the new rule.

ASSE said both the process and end users would be better served if standards such as ANSI/ASSE Z359 Fall Arrest Code as well as theANSI/ASSE A1264.1-2007 Safety Requirements for Workplace Walking/Working Surfaces and Their Access; Workplace Floor, Wall and Roof Openings; and Stairs and Guardrails Systems standards were utilized in developing the OSHA rule.

ASSE Opposes Sanitarian Bill in Michigan

ASSE members in Michigan are working to make sure a bill that would license sanitarians in Michigan does not keep them from practicing as safety, health and environmental professionals in that state.  The bill, perhaps unintentionally, would require anyone doing occupational safety and health and most environmental work to be a sanitarian.  Letters to the House sponsor of HB 6205 and Senate sponsors of SB 1407 have been sent by ASSE.  Michigan members also have been contacting their state representatives about the bill, as an ASSE GA email blast encouraged them to do.  Most importantly, on August 28, Steve Monet, Pat Fisher and Drake Drobnick took the time to meet with the key House staffer at the capitol in Lansing who told them similar opposition is coming from other sectors, including business and state agencies.  The sponsor now recognizes the bill’s unanticipated consequences and is taking steps to draft a new bill limited to sanitarians’ public health scope of practice, which will be shared with ASSE and other stakeholders for comment.

Safety in the Petroleum Industry

An ASSE Virtual Symposium - Sep. 21-23, 2010

Combining lessons learned from the current oil discharge disaster in the Gulf of Mexico with best practices gleaned from several decades of collective industry experience, ASSE is delivering this very timely Virtual Symposium for SH&E professionals working in the petroleum industry.

  • Emerging Safety & Health Issues: Emerging safety & health issues are changing the landscape and presenting new challenges for safety professionals, impacting their sphere of influence.
  • Environmental Issues: While the majority of safety professionals moderately participate in environmental issues, the safety professional in oil and gas has well-defined responsibilities related to their organization’s environmental challenges.
  • Emergency Response Planning and Execution: When a crisis occurs in the oil and gas industry, it can be large scale to catastrophic. Safety professionals in the petroleum industry play a significant role in planning and overseeing the response for these events.
